R5-2004-0828 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> HERMAN & HELEN'S MARINA <br /> 15135 EIGHT MILE ROAD <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Herman &Helen's Marina(Discharger) at 15135 Eight Mile Road in Stockton(site) is near the <br /> Little Connection Sloughand is bounded to the east and north by agricultural fields, Eight Mile <br /> Road to the south, and a levee to the west. The site has two aboveground storage tanks, <br /> associated above- and below-ground piping, and 14 wells. In October 1991, five underground <br /> storage tanks (USTs) were removed, two of them without San Joaquin County Environmental <br /> Health Department(SJCEHD) witness or inspection. One of the three USTs inspected by <br /> SJCPS/EHD had a hole in the bottom and two site investigations were performed to delineate the <br /> resulting pollution. Regional Board staff and the SJCEHD determined that the petroleum <br /> hydrocarbon pollution was from aboveground storage tanks being operated at the site. This <br /> pollution impaired the beneficial use of this water resource. Groundwater is first encountered at <br /> about 20 feet below ground surface. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Existing data and information about the site show the <br /> presence of various chemicals, including total petroleum hydrocarbons (TPH) as gasoline, TPH <br /> as diesel, benzene, toluene, ethylbenzene, xylenes, methyl tertiary butyl ether(MTBE), tertiary <br /> butyl alcohol (TBA), tertiary amyl methyl ether(TAME), ethyl tertiary butyl ether (ETBE), and <br /> methanol, emanating from the property under the control of the Discharger. The Discharger shall <br /> not implement any changes to this MRP unless and until a revised MRP is issued by the <br /> Executive Officer. This MRP replaces the requirements listed in MRP No. 5-01-835,which was <br /> issued on 5 June 2001. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring,or extraction wells, the Discharger shall submit plans <br /> and specifications to the Board for review nd approval. Once installed, all new wells shall be <br /> added to the monitoring program and shall be sampled and analyzed according to the schedule <br /> below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1,there are 13 monitoring wells and one extraction well. The groundwater <br /> monitoring program for the 13 monitoring wells, one extraction well, four surface water <br /> sampling locations identified as DDN,DDS, IDCE, and IDCW, and any wells installed <br /> subsequent to the issuance of this MRP, shall follow the schedule below. Monitoring wells with <br /> free phase petroleum product or visible sheen shall be monitored, at a minimum, for product <br /> thickness and depth to water. Sample collection and analysis shall follow standard EPA <br /> protocol. <br />
