CAG915001,HERMAN & HELEN'S MARINA, 15135 <br /> EIGHT MILE ROAD, STOCKTON, SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board (Regional Board)has reviewed the <br /> application package consisting of the Report of Waste Discharge (RWD), the 26 March 2004 Quarterly <br /> Report—Fourth Quarter 2003, and the 28 May 2004 Additional Information for Report of Waste <br /> Discharge submitted by Advanced GeoEnvironmental, Inc. on behalf of Herman and Helen's Marina <br /> (Discharger) at 15135 Eight Mile Road in Stockton, San Joaquin County(site). Based on the <br /> information in the submittals, Regional Board staff has determined that the project meets the required <br /> conditions for approval under General Order for Discharge to Surface Waters of Groundwater from . <br /> Cleanup of Petroleum Fuel Pollution No. 5-00-119 (General Order). <br /> The application is in support of a discharge of treated groundwater from a groundwater extraction and <br /> treatment system to be constructed at the site. The treatment system is designed to remove petroleum <br /> hydrocarbon pollutants, including methyl tertiary butyl ether, from extracted groundwater. The RWD <br /> proposes to discharge the treated wastewater to an unnamed intermittent agricultural drainage ditch <br /> between Assessor's Parcel Nos. 069-080-01 and 069-080-21. <br /> The General Order includes a Monitoring and Reporting Program (MRP)that prescribes minimum <br /> wastewater monitoring requirements to evaluate compliance. The MRP requires sampling and analytical <br /> testing for specific petroleum hydrocarbon constituents in both influent and effluent. For this project, <br /> Herman & Helen's Marina is not required to monitor for any additional constituents based on the <br /> 30 January 2004 sampling event, which showed that the general minerals at the site are below cleanup <br /> goals and there were no detections of lead or chlorinated pesticides. <br /> Based on our review of the information provided, Regional Board staff has determined this project meets <br /> the required conditions to be approved under the General Order. All the requirements contained in the <br /> General Order are applicable to the Herman & Helen's Marina project.
