As stated in the Executive Officer's 3 June 2003 letter, "Remedial activities <br /> must be a priority to prevent continued releases of petroleum pollution into surface waters." <br /> Regional Board staff will begin preparation of the appropriate permit or notice of applicability <br /> for a general order once the required information is submitted. <br /> 3. H&H Marina has not obtained permits for land or surface water disposal of extracted <br /> groundwater and the Work Plan does not include disposal alternatives for the proposed dual- <br /> phase extraction pilot test. H&H Marina must include information for disposal of soil and <br /> groundwater generated from well installations and proposed testing. <br /> Regional Board staff concurs with the Work Plan provided that no water is discharged to the land or <br /> surface water without the appropriate permit. By 28 May 2004,please submit a feasibility study(FS) <br /> report detailing field activities and testing results. The FS report should be prepared in general <br /> accordance with the attached Items To Be Included In A Feasibility Study/Remedial Options Evaluation <br /> Report. <br /> By 28 May 2004, H&H Marina must begin interim remedial measures as proposed in the <br /> 12 September 2003 Interim Remediation Work Plan—September 2003. If a National Pollutant <br /> Discharge Elimination System or Waste Discharge Requirements permit is needed to implement the <br /> interim remedial measure,H&H Marina must submit Form 200 and all necessary information to <br /> Regional Board staff no later than 16 January 2004.
