Levy, Manager <br /> Environmental Site Remediation <br /> Union Pacific Railroad Company <br /> 9451 Atkinson Street, Suite 100 <br /> Roseville, CA 95747 <br /> SWITCH 014 CULVERT REPLACEMENT REPORT, UNION PACIFIC RAILROAD <br /> COMPANY, STOCKTON YARD, SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board (Regional Board) have reviewed the <br /> following reports, prepared by Kennedy-Jenks for the Union Pacific Railroad Company's (UPRR)yard <br /> in Stockton: <br /> • Switch 014 Culvert Replacement Report, 3 February 2006 <br /> • Stormwater Monitoring Report, 10 February 2006 <br /> • 8`h Street Storage Area Soil Investigation Report, 3 February 2006 <br /> UPRR prepared these reports to document work completed to remediate the effects of diesel fuel (TPHd) <br /> spilled when two locomotives collided near switch 014 on 30 August 2003, and to investigate whether <br /> there are other sources of TPH in the railyard contributing to TPH in stormwater runoff. <br /> The locomotive collision spilled about 2,300 gallons of TPHd, which contaminated soil in the yard and <br /> flowed into surface water via a drop inlet and corrugated metal pipe culvert(CMP). UPRR conducted <br /> an emergency cleanup of the surface water, and in November 2003, excavated contaminated ballast and <br /> about 315 cubic yards of soil to a maximum depth of about nine feet below ground surface (bgs). UPRR <br /> plugged the CMP to prevent any further discharge of surface water containing TPHd. Water collecting <br /> in the culvert has been pumped into holding tanks since the release occurred. UPRR subsequently <br /> pressure-washed the culvert at least twice, but water collecting in the culvert continued to contain up to <br /> 110,000 ug/1 of TPHd, in October 2004. In October 2005, UPRR excavated and replaced the drop inlet, <br /> culvert and about 209 tons of soil. <br /> UPRR collected 18 confirmation soil samples from the culvert excavation. Only sample S 14-0-C <br /> contained TPHd, at 400 mg/kg. Fifteen of the seventeen remaining samples contained less than 10 <br /> mg/kg of TPH, but the chromatographs suggest the TPH was a weathered oil.
