Levy, Manager <br /> Environmental Site Remediation ENVIRONMENTAL HEALTH <br /> Union Pacific Railroad Company PERMIT/SERVICES <br /> 9451 Atkinson Street, Suite 100 <br /> Roseville, CA 95747 <br /> NO FURTHER ACTION DETERMINATION, UNION PACIFIC RAILROAD COMPANY, <br /> STOCKTON YARD DIESEL SPILL, SAN JOAQUIN COUNTY <br /> Union Pacific Railroad (UPRR) operates a rail yard at 833 E. 8th Street in Stockton (Site). Site <br /> activities resulted in petroleum hydrocarbon (TPH) contamination in soil and surface water. <br /> As the attached Memo to Antonia Vorster, the Site Cleanup Program Manager indicates, <br /> UPRR implemented emergency measures, excavated soil and replaced a culvert to remove <br /> the TPH from site surface water and soil. The Regional Water Board concurs that remaining <br /> TPH does not pose a threat to human health, the environment, or waters of the State. <br /> UPRR has satisfactorily completed site investigation and remedial action, achieved applicable <br /> remedial action standards and objectives, and a permanent remedy has been accomplished at <br /> 833 E. 8th Street in Stockton. Therefore, no further action is required. <br /> Issuance of a No Further Action Determination does not preclude future action by the Water <br /> Board if subsequent monitoring, testing, or analysis of 833 E. 8th Street indicates that the <br /> remedial action standards and objectives were not achieved; a new or previously <br /> undiscovered release occurs at 833 E. 8th Street; or new information indicates that further site <br /> investigation and remedial action are required to prevent a significant risk to human health and <br /> safety, the environment, or water quality; or if UPRR induced the Water Board to issue this No <br /> Further Action Determination by fraud, negligent, or intentional nondisclosure or <br /> misrepresentation. <br /> If you have questions about this letter, you may call Gerald Djuth at (916) 464-4677.
