!I � <br /> 1. 0 INTRODUCTION <br /> USPCI, ' Inc. submits this workplan for, the assessment and <br /> closure-in-place' of- the Stockton Diesel Pipeline for Union Pacific <br /> Railroad Company!. The assessment will involve establishing the <br /> applicability of soil gas survey techniques to the problem and <br /> surveying the length of the line by this method if applicable. <br /> Closure will consist of remediating contaminated areas and grouting <br /> r <br /> remaining sections of the pipeline in'place. A five-phase approach <br /> is given for theiproject. .The phases are: <br /> 1) Test the soil vapor sampling method in an area of a - <br /> known leak; <br /> 2) Design and implement soil vapor survey or develop' <br /> alternative assessment' method(s) ; <br /> 3) Soil sampling and analysis at .suspected leak locations; <br /> 4) Remediation of contaminated areas; <br /> 5) .. Abandonment of pipeline by grouting in place. <br /> 2. 0 SOIL VAPOR SURVEY TEST <br /> The first phase of the .investigation will be to. assess <br />`. the applicability. of the soil vapor technique to the problem.
