 %& /
4.0 REQUEST FOR ANALYSES
tv
Black & Veatch will conduct this field sampling effort to gather data as part of a redevelopment
project for Weber Block and as part of Stockton Redevelopment Agency's Environmental Master
Plan for the waterfront area and in furtherance of EPA's National Brownfields Initiative. The
term "Brownfields" refers to abandoned, idled, and under-used industrial and commercial
facilities where expansion or redevelopment is complicated by real or perceived environmental
contamination. A major goal of the EPA's initiative is to empower States, communities, and
other stakeholders in economic redevelopment to work together to assess, safely cleanup, and
sustainably reuse brownfields. The anticipated sampling dates for this sampling effort are A
-6. 1998, for sediment and wood samples, and April 20,, 1998, for soil and groundwater. A 14-
day turnaround time is requested from the laboratory because of the political nature of this site.
In addition, electronic copies from the laboratory are requested to expedite the interpretation and
analyses of the data. The following samples (including duplicate, equipment blank, and field
blank samples) will be collected and analyzed as part of this effort.
• A maximum of twenty-four (24) low concentration soil samples (up to 22 discrete
subsurface, and 2 duplicate subsurface) for the following: RAP volatile organic
compounds plus MTBE, CLPAS semivolatile organic compounds, CLPAS pesticides,
CLPAS metals, and RAP TPH for gasoline.
• Four soil samples (4 random locations) for the following: RAP total organic carbon and
RAP moisture content.
• Three (3) low concentration sediment samples (2 discrete sediment and 1 duplicate
sediment, and if time permits, up to 2 additional discrete locations) for the following:
CLPAS semivolatile organic compounds and CLPAS metals. If total chromium exceeds
100 mg/kg, sample shall be analyzed for chromium VI by an outside laboratory to be
determined by EPA.
• Five (5) wood piling samples (4 discrete wood and 1 duplicate wood for the following:
' CLPAS sernivolatile organic compounds for cresols and PCP by TCLP.
• Six (6) low concentration water samples (4 grab, one duplicate, and two field blank) for
the following. RAP volatile organic compounds plus MTBE, CLPAS semivolatile organic
compounds, CLPAS pesticides, CLPAS metals, and RAP TPH for gasoline.
4.1 Soil Sample Analyses
As presented in Table 4-1, soil samples will be collected at eight locations: WB-SBI to WB-
S133, and WB-SB-5 to WB-SB9. The single volume soil samples collected at the following
sample locations will be identified for use as laboratory quality assurance/quality control
(QA/QC) samples: WB-SBI-10 and WB-S139-2.5. Two duplicate soil samples will be collected
from sample location WB-SB5-6 (designated as WB-SB10-6) and sample location WB-S132-10
n:135210198SAPlwebsap2.wp5 WEBER BLOCK (Area 9) sampling and Analysis Plan 0
Page 8
