C=AI TIS rRo
FUGRO WEST, INC.
1050 Melody Lane,Suite 160
Roseville,California 95678
Tel: (916}782-2110
FAX: (916)786-7830
April 25, 1994
Ms. Mary Meays
San Joaquin County Public Health Services
Environmental Health Division
445 N. San joaquin Street
P.O. Box 388
Stockton, California 95201-0388
Subject: Former Shell Service Station (WIC No. 204-7524-1509)
141 N. EI Dorado Ave., Stockton, California
Dear Ms. Meays:
Fugro West, Inc. (Fugro) is providing this correspondence in response to the letter, dated
February 25, 1994, from the San Joaquin County Public Health Services, Environmental
Health Division (PHS/EHD), regarding the subject site.
During quarterly groundwater monitoring conducted on February 15, 1994, it was noted
by PHS/EHD staff that well RW-1 needed repair. The necessary repairs have since been
made. The PHS/EHD letter also remarked that the remediation system "is not considered
as a sufficient attempt to restore the groundwater quality beneath the site to background
levels..."
Shell Oil Company has authorized Fugro to modify both the existing soil and groundwater
remediation systems. Monitoring well MW-3, which has consistently contained the
highest hydrocarbon concentrations, will be plumbed into the vapor extraction system.
In addition, Fugro proposes to install air bubblers (air sparging at low volume and
pressure) in several of the wells. This will increase dissolved oxygen concentrations in
the groundwater. The higher dissolved oxygen concentrations will stimulate microbial
activity and accelerate hydrocarbon biodegradation in groundwater. Vapor extraction and
groundwater recovery will continue. As you know, estimating the time to complete
remediation of hydrocarbons in soil and groundwater is not possible. However, we will
continue to evaluate remediation progress and performance in our quarterly monitoring
reports.
9U7301 ULT U.S. operating companies in California, Louisiana, Missouri, and Texas
International operating companies in Australia, Belgium, Brunei, Canada, Germany, Hong Kong, Indonesia, Japan,
Malaysia, The Netherlands, Saudi Arabia, Singapore, United Kingdom, and United Arab Emirates.
