Subsequent to the meeting, a "Work Plan Addendum" dated February 29, 1996 and <br /> prepared by Enviros was submitted along with a permit application. PHS/EHD will incorporate <br /> comments regarding the work plan addendum with the evaluation of the site remediation. <br /> In order to evaluate the effectiveness of the groundwater and soil remediation systems in operation, <br /> confirmation sampling was discussed. <br /> Groundwater Remediation <br /> will be discontinued and the City Stockton Municipal Utilities <br /> The groundwater extraction system <br /> Department notified. PHSIEHD indicated that groundwater extraction is not an effective remedial <br /> alternative, except in limited circumstances and when plume containment is necessary. The <br /> submersible pumps will be removed from the two groundwater extraction wells, so that representative <br /> groundwater samples can be collected. It was agreed that once groundwater extraction was <br /> discontinued that groundwater oxygenation into the extraction wells, particularly RW2, will be <br /> initiated to further reduce groundwater contamination. <br /> Groundwater monitoring and sampling will continue to evaluate the effectiveness of groundwater <br /> oxygenation in the absence of groundwater extraction. <br /> Soil Remediation <br /> Soil vapor extraction was used to remove contamination which threatened or degraded groundwater <br /> quality. The operation of the soil vapor extraction system will be discontinued and soil sampling <br /> scheduled to evaluate the system's effectiveness. Shell Oil agreed to submit a work-plan addendum <br /> with a permit application to investigate any possible residual contamination. <br /> The addendum proposed the sampling of eight soil borings drilled sufficiently deep to characterize the <br /> vertical distribution of possible residual soil contamination. As discussed in the February 1996 <br /> meeting, soil samples will be submitted for toxicity characteristic leaching potential and fractional <br /> organic carbon, so that the environmental fate analysis of any residual soil contamination might <br /> incorporate site specific conditions. PHSIEHD should be contacted to discuss the selection of soil <br /> samples which will undergo analysis, following drilling activities. <br /> A Division of San Joaquin County Health Care Services <br />
