PHSIEHD concurs <br /> with the discontinuance of this aspect of the remediation system. <br /> PHSIEHD stated in conversation with Lynn Walker of Shell Oil on September 20, 1995 that <br /> prior to PHSIEHD's approval of the discontinuance of soil and groundwater remediation, <br /> confirmation soil borings would be necessary to provide the physical data to support the <br /> claim that residual soil contamination has been remediated as to no longer pose a threat to <br /> groundwater. <br /> The work plan included Figure 8 which illustrated five proposed areas of investigation. <br /> PHSIEHD reviewed historical information and recommends that the proposed areas of <br /> investigation be relocated to better assess the plume of residual soil contamination which has <br /> been evidenced rather than the periphery of the plume. Please note that it may be likely <br /> that more than two samples per boring will be necessary to adequately characterize the <br /> vertical and horizontal distribution of contamination in the soil. PHSIEHD further <br /> recommends that borings be extended into groundwater so that possible soil contamination in <br /> contact with groundwater can be evaluated. PHSIEHD also recommends that should <br /> significant soil contamination be observed at the time of confirmatory sampling that <br /> consideration be given to the installation of additional vapor extraction wells to enhance vapor <br /> extraction recovery of residual contaminants. <br /> Please submit an addendum to the work plan addressing PHSIEHD comments and a drilling <br /> permit application along with the $89. permit fee. Once PHSIEHD has issued the permit, <br /> please contact PHSIEHD to schedule drilling at least 48 hours in advance, so that PHSIEHD <br /> can arrange site inspections.
