(Aegis), on behalf of Shell Oil Company (Shell), is submitting <br /> this letter in response to the May 25, 1993, correspondence from the San Joaquin County <br /> Environmental Health Division (SJCEHD) regarding the subject site. <br /> A full report of the findings of the September 1992 soil boring investigation conducted by <br /> RESNA was requested by your office. A formal report documenting this work was not <br /> prepared. The results sent by Aegis to your office were taken from a "Soil Closure Plan" <br /> prepared by RESNA. Because Shell did not agree with RESNA's proposed work and <br /> recommendations, it was not sent to your office. <br /> It is the opinion of Shell and Aegis that the September 1992 confirmation borings were <br /> drilled prematurely, as the vapor extraction system (VES) was still removing volatile <br /> hydrocarbons from the subsurface. Shell plans to resume vapor extraction at the site as <br /> soon as the spent carbon is replaced. Periodic monitoring reports required by the San <br /> Joaquin Valley Unified Air Pollution Control District will be copied to your office. Shell <br /> proposes to operate the system until no volatile hydrocarbons (i.e., benzene, toluene, <br /> ethylbenzene, and total xylenes) are detected in the influent vapor stream.
