MAR Q 6 1992
3757 COLLEGE AVENUE
SACRAMENTO, CA 95818
RE: 141 North El Dorado SITE CODE: 2436
Public Health Services Environmental Health Division (PHS/EHD) has reviewed the "Summary of Soil
investigation\Soil Remediation Plan" and the 'Groundwater Remedial Action Plan' submitted by Resna
Industries on your behalf. An Executive Summary prepared by your consultants and a full-volume Final
Remediation Plan was made available for the 30-day Public Participation Process and notification of its
existence was offered by way of Notice of Findings in the local newspaper. This process allows for
comments from the general public and was completed without response.
The Soil Remediation Plan has been implemented with the installation of additional vapor extraction and
monitoring wells, and the start-up of the internal combustion engine vapor extraction unit. This phase of
the clean-up effort is underway.
As far as PHS/EHD is concerned the Groundwater Remedial Action Plan can be initiated once a Waste
Discharge Permit is obtained from the Regional Water Quality Control Board. PHS/EHD would like to
reiterate that the cleanup levels (MCLS) referred to in the draft Groundwater Remedial Action Plan may not
be appropriate for this site and that the evaluation for closure is made on a site-specific basis.
Any further questions regarding this site should be referred to Steven Schneider,REHS, of my staff at (209)
468-3441.
Jogi Khanna, M.D., M.P.H.
Health umc
r
L
e A.
