1
.Ft: .rl s: tY1 r`tl. f E-A
00 A UG 2 1 59
August 18, 2000
Ms. Lori Duncan
San Joaquin County Public Health Services
304 East Weber Avenue, Third Floor
Stockton, California 95202
Re: Well Destruction Work Plan
City of Stockton,Redevelopment Agency Property
141 North El Dorado Street
Stockton, California
SAP Code 118532
Incident No. 97130156
Dear Ms. Duncan:
Cambria Environmental Technology, Inc. (Cambria) prepared this document on behalf of
Equiva Services LLC (Equiva) in response to San Joaquin County Public Health Service's
(SJCPHS's) August 1, 2000 letter requesting a work pian for well destruction and well
reinstallation at the above referenced site.
. The subject site is a former Shell service station on property now owned by the City of
Stockton Redevelopment Agency (CSRA). The subject site is part of a larger group of
properties know as the Weber Block. The CSRA is going to construct a pedestrian plaza on
the Weber Block, which involves excavating two to four feet below grade (fbg) across the
entire Weber Block in preparation for regrading the area. The wells currently on the subject
site need to be properly destroyed prior to the start of grading activities.
Cambria has prepared a work plan for the proper destruction of all site monitoring wells,
vapor extraction wells, and groundwater extraction wells. This work plan is presented later in
this document.
In addition to destroying site wells, SJCPHS requested we submit a work plan for reinstallation
of wells to monitor MTBE at this site. A work plan for reinstallation of monitoring wells at
Oakland, CA the subject site is not included as part of this document for several reasons.
Sonoma, CA
Portland, OR First, it is Equiva's opinion that this environmental case for the former Shell site should be
Seattle, WA
closed. There are several reasons for this. There has been extensive investigation and
Cambria remediation work performed at the site. Hydrocarbon levels in groundwater have been low or
Environmental below detection limits for several years at this site. And it is Equiva's position that MTBE
Technology,Inc.
did not come from the former Shell station.
270 Perkins Street
P.O.Box 259
Sonoma,CA 95476
Tel(707)935-6850
Fax(7o7)935-6649
