i <br /> ,y rn�.iI�AFN-fALHEAL.'TK <br /> ,NOT/SERI+ICES <br /> December 27, 2001 <br /> Ms Lori Duncan <br /> San Joaquin County Public Health Services <br /> P O Box 388 <br /> Stockton, CA 95201 <br /> Re Request for Site Closure <br /> Former Shell Service Station <br /> 141 North E1 Dorado Street <br /> Stockton, California <br /> Dear Ms Duncan <br /> Cambria Environmental Technology, Inc (Cambria) requests case closure for the above-referenced <br /> site on behalf of Equiva Services LCC (Equiva) The request is being made based on the apparent <br /> low-risk to human health and the environment from hydrocarbon-impacted soil and groundwater and <br /> at the suggestion of Mr Marty Hartzell at the Central Valley Regional Water Quality Control Board <br /> REQUEST FOR CASE CLOSURE <br /> Based on our review of the site background and conditions,Cambria believes that this site meets the <br /> Central Valley Regional Water Quality Control Board(CRWQCB)definition of low-risk fuel site,as <br /> described in Appendix B of the "Tri-Regional Board Staff Recommendationv for Preliminary <br /> Investigation and Evaluation of Underground Tank Sates",dated March 1, 1994,with draft revisions <br /> dated October 1996 A summary of site background,site conditions and the applicability of low-risk <br /> groundwater case criteria are presented below <br /> Site Background <br /> The site of the former Shell Service station is located at the southwest corner of North El Dorado <br /> Street and Channel Street in Stockton,California(Figures 1 and 2) The site is currently owned by the <br /> City of Stockton Redevelopment Agency The site is partially underlain by a concrete support deck <br /> that covers a portion of the Stockton Deep Water Channel Four 4,000-gallon gasoline underground <br /> Oakland, c A storage tanks (USTs) and one 500-gallon waste oil UST were installed at tht~ site in 1955 In 1963, <br /> San Ramon CA one of the 4,000-gallon USTs was removed and two 7,500-gallon USTs were installed The five <br /> Sonoma, CA remaining gasoline USTs were removed in 1981 and the waste oil UST was removed in 1991 No <br /> laboratory data were available for these UST removal activities Environmental activities at the site <br /> cambria are summarized below <br /> Environmental <br /> #IeTkins <br /> nology,Inc <br /> May 1990, Soil Vapor Survey Kleinfelder, Inc conducted a soil vapor survey at the site and <br /> Street performed a tank integrity test on the remaining 500-gallon waste oil UST Total petroleum <br /> P 0 Box 259 <br /> Sonoma CA 95476 <br /> Tel(707)935-4850 <br /> Fax(707)935-6649 <br />
