We also have revie,,ved a 10 March 2000 letter from <br /> your consultant, Mr. Trevor Santochi of Avalon Environmental Consultants The letter documents the <br /> decommissioning of four onsite monitoring wells. On 3 April 200('. Nve received a letter from you <br /> showing Washington Mutual Bank is the sole owner of the property. <br /> The NFA request follows Appendix B (No Further Action Requests) of the Tri-Regional Board Staff <br /> Reconvuendations for Preliminary Investigation and Evaluation of Underground Tank Sites. The HRA <br /> follows the Department of Toxic Substances Control and U.S. Environmental Protection Agency <br /> guidance, and includes results of VLEACH modeling. The HRA shows no risks to human health or <br /> threat to water quality from residual contaminants in soil beneath the site. <br /> From 1917 to 1956, the site was used as an automotive repair facility which also dispensed gasoline. <br /> State Savings and Loan constructed a two-story office building at the site in 1961 and operated it as a <br /> bank until 1982. American Savings and Loan used the building from 1984 to 1988. The building is <br /> currently vacant. Reports of investigations conducted for the site state that the subsurface beneath the site <br /> consists of interbedded sands, silts, and clays up to about 50 feet below the ground surface (bas)and <br /> groundwater is found at 25 to 36 feet bgs. The reports also state that former and current gas stations exist <br /> upgradient and cross gradient of the site, and there is no record of a tank, which was likely excavated <br /> during construction of the building in 1961. Groundwater monitoring data show the presence of total <br /> petroleum hydrocarbons as diesel and gasoline, and benzene, toluene, ethylbenzene, and xylenes in an <br /> upgradient well. The data also show that concentrations of those fuel constituents are within water quality <br /> limits at the downgradient well. Groundwater testing for oxygenates including methyl tertiary butyl ether <br /> showed nondetectable levels in all monitoring wells. ASB completed decommissioning its wells in <br /> December 1999.
