El Dorado St.
Stockton, CA 95202
San Joaquin County Public Health Services, Environmental Health Division (PHS-
EHD) has recently reviewed the "Phase II Environmental Assessment and
Groundwater Investigation" as submitted by your consultant, Santochi & Bravante,
and has the following comments.
Currently, this site is allowed to continue this investigation with the intention that once
characterized, the site may be referred to the Central Valley Regional Water Quality
Control Board (CVRWQCB) for groundwater remediation or stay on with PHS-EHD
and enter into a written agreement and establish cleanup levels under Senate Bill
(SB)-1248.
Your continued interest and willingness to investigate this site are commendable and
PHS-EHD appreciates your cooperation. As your site investigation phase draws to
an end, PHS-EHD advises that if your hope is to obtain a closure or no further action
document, you will need to comply with one of the two following alternatives.
The first alternative is to contact the CVRWQCB and see if they will require
remediation of the low levels of petroleum detected in the groundwater. You may
contact Joel Weiss at (916) 255-3077. 1 recommend you send him all of the reports
prior to your call.
The other alternative is to enter into a written agreement with PHS-EHD under SB-
1248, and if no objections are noted by the CVRWQCB or the Department of Toxic
Substances Control, a letter stating that you have met the cleanup goals can be
issued at the end of the successful remedial phase.
In an attempt to further characterize the site and the possible source(s) that continue
to impact the groundwater at this site, PHS-EHD has allowed this investigative phase
to continue. Your proposal to place a monitoring well just down-gradient of the
elevator area and to further delineate the soil contamination in the "GP-3" area are
A Division of San Joaquin County Health Care Services
