California Regional Water Quality Control Board
Central Valley Region - ;f
Nom ;
Steven T. Butler, Chair
Ilickox Gray D2%is
infior Sacramento Alain office Governor
'111nental Internet Address: http:/hr,*r,-•.swrcb.c;.pvr rwgcb5
rotertion 3443 Routier Road,Suite A,Sacramento,Cali x1nia 95827-3003
Phone(910)255-3000•FAX(91 G)255-3015
6 April 2000
Mr. Brian Walker
Washington Mutual Bank
17875 Von Karman, Third Floor
Irvine, CA 92714
NO FURTHER ACTION, AMERICAN SAVINGS BANK, 222 NORTH EL DORADO STREET,
STOCKTON, SAN JOAQUIN COUNTY
We have reviewed your 20 April 1999 request for no further action (NFA) and Site-Specific Health Risk
Assessment (HRA) for the former American Savings Bank [(ASB) now owned by Washington Mutual
Bank] at 222 North El Dorado Street in Stockton. We also have reviewed a 10 March 2000 letter from
your consultant, Mr. Trevor Santochi of Avalon Environmental Consultants The letter documents the
decommissioning of four onsite monitoring wells. On 3 April 2000, we received a letter from you
showing Washington Mutual Bank is the sole owner of the property.
The NFA request follows Appendix B (No Further Action Requests) of the Tri-Regional Board Staff
Recommendations for Preliminary Investigation and Evaluation of Underground Tank Sites. The HRA
follows the Department of Toxic Substances Control and U.S. Environmental Protection Agency
guidance, and includes results of VLEACH modeling. The HRA shows no risks to human health or
threat to water quality from residual contaminants in soil beneath the site.
From 1917 to 1956, the site was used as an automotive repair facility which also dispensed gasoline.
State Savings and Loan constructed a two-story office building at the site in 1961 and operated it as a
bank until 1982. American Savings and Loan used the building from 1984 to 1988. The building is
currently vacant. Reports of investigations conducted for the site state that the subsurface beneath the site
consists of interbedded sands, silts, and clays up to about 50 feet below the ground surface (bgs) and
groundwater is found at 25 to 36 feet bgs. The reports also state that former and current gas stations exist
upgradient and cross gradient of the site, and there is no record of a tank, which was likely excavated
during construction of the building in 1961. Groundwater monitoring data show the presence of total
petroleum hydrocarbons as diesel and gasoline, and benzene, toluene, ethylbenzene, and xylenes in an
upgradient well. The data also show that concentrations of those fuel constituents are within water quality
limits at the downgradient well. Groundwater testing for oxygenates including methyl tertiary butyl ether
showed nondetectable levels in all monitoring wells. ASB completed decommissioning its wells in
December 1999. Based on the foregoing information, no further action is required at the site.
California Environmental Protection Agency
Ca Recycled Paper
