(AGE), by electronic mail on 03 October
2011, that the State Water Resources Control Board (SWRCB) Cleanup Fund (CUF) has
allocated $10,000.00 for your site for the 2011/2012 fiscal year. AGE noted that the funding
will only be enough to perform two semi-annual groundwater-sampling events during the
fiscal year, or to perform a human health risk assessment, a vapor intrusion evaluation, and
collect groundwater samples from wells within 1,000 feet. of your site. By letter dated 30
August 2011, the EHD had approved a work plan for an ozone injection feasibility pilot study
that included the installation of four ozone injection wells, and had directed:
• Ozone injection wells be installed upon meeting the Central Valley Regional Water
Quality Control Board requirements for a waste discharge requirement (WDR)
permit;
• A human health risk.assessment be performed;
• The potential risk from vapor intrusion be evaluated;
• Groundwater samples be collected for analysis of chemicals of concern from wells
located within approximately 1,000 feet of this site; and
• An estimate of the time required for groundwater to achieve water quality objectives
be submitted.
AGE has requested clarification concerning the directives listed above considering the
limited reimbursement expenses allowed to this site for this fiscal year.
In light of this information from AGE and the CUF's recommendation for site closure
consideration, the EHD directs the you proceed with the human health risk assessment, the
vapor intrusion risk evaluation, the collection of groundwater samples from down-gradient
water supply wells within approximately 1,000 feet of this site, and.providing the estimate for
when water quality objectives will be achieved as explained by letter dated 30 August 2011
from this department. The EHD also approves a reduction in the sampling of the monitoring
wells.
