El Dorado Street SITE CODE: 2516 <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has completed review of the "Soil Remediation Plan" (SRP) prepared by Ryan-Murphy, <br /> Incorporated for the above referenced site and has the following comments. <br /> Soil results beneath underground storage tanks (UST) #4 and #5 removed May 6, 1991 <br /> indicated an unauthorized release of petroleum hydrocarbon had occurred. Soil <br /> contaminated with residual petroleum hydrocarbon (TVPH-Gas) above 100 ppm was <br /> documented in an overexcavation confirmation sample collected November 12, 1991. <br /> Due to structural constraints at the site, the overexcavation could not be advanced in <br /> order to remove these contaminants. <br /> Considering the existing building on the east and the existing public street on the west <br /> sides of the contaminated pit, a vapor extraction system (VES) may be the most <br /> applicable remediation technology for this site. <br /> The conceptual design of the VES in Ryan/Murphy's SRP appears to be appropriate for <br /> the volatile contaminants involved. The VES effectiveness will be dependent upon the <br /> soil permeability and the radius of influence between extraction wells in use. <br /> Confirmation sampling in conjunction with site spec'if'ic information can be utilized to <br /> evaluate volatile TVPH-Gas and the performance of the VES. PHS/EHD cannot set <br /> target cleanup levels for soil but, will consider confirmation sampling on a site specific <br /> basis. If by monitoring it can be demonstrated the VES wells have an effective radius of <br /> influence and that no significant amounts of hydrocarbon remain, this along with site <br /> specific characteristics can be used to determine if further corrective action is warranted. <br /> A Division or San Joaquin County health Care Services <br />
