El Dorado St. SITE CODE: 2516
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed
the review of the file on the above referenced site and has the following comments.
On November 12, 1991 overexcavation of the area previously occupied by tanks #5 and #6 was
performed by Ryan-Murphy, Inc.
Based upon the results from samples collected for analyses, the petroleum constituents remaining in the
soil pose a potential threat to groundwater quality. It will be necessary for Bridgestone/Firestone to
address the remaining soil contamination with an appropriate mitigation measure.
Please be advised that it is the responsibility of this agency to ensure and maintain compliance with all
applicable underground storage tank laws and regulations with our jurisdiction. Maintaining compliance
with this agency is also necessary to remain eligible for reimbursement under the State Water Resources
Control Board's "Underground Storage Tank Cleanup Fund Program".
Pursuant to Chapter 16, Section 2652(d) of the "Underground Storage Tank Regulations" (California
code of Regulations, Title 23), quarterly monitoring reports shall be submitted to PHS/EHD and the
Central Valley Regional Water Quality Control Board (CVRWQCB) until the investigation and cleanup of
the site is deemed adequate.
Therefore, in order to maintain compliance with this agency a status report should be submitted to this
office and CVRWQCB on a quarterly basis beginning immediately.
At a minimum the reports should include all corrective action measures taken to date, depth to
groundwater gradient direction, and the status of any possible pending work for the current quarter and
for the upcoming quarters.
Should you need further information or clarification, contact Harlin Knoll, Senior RENS, of my staff at
(209) 468-3442.
Jogi Khanna, , M.P.H.
Health Off e
G+,.Gj1•L f% -
urie A.
