One green double wall temporary motor oil tank was observed in the body shop and is not included in the <br /> SPCC plan. One approximately 125 gallon temporary portable diesel tank was observed in the body shop and was <br /> not included in the SPCC plan. The Spill Prevention, Control, and Countermeasure(SPCC) Plan must be amended <br /> when there is a change in the facility design, construction, operation, or maintenance that materially affects its <br /> potential for a discharge,within 6 months of the change, and implemented as soon as possible, not later than 6 <br /> months following preparation of the amendment. Immediately make all necessary amendments to the SPCC Plan to <br /> accurately represent the procedures and policies currently in place at the facility and submit a copy to the EHD. <br /> This is a minor violation. <br /> 618 CFR 112.7(e), 112.8(c)(6) Failed to keep records of procedures, inspections,or integrity tests for three years. <br /> -Copies of annual inspections for the 1000 gallon used oil tank,the 500 gallon oil tank, the 375 gallon oil tank,the <br /> 240 gallon transmission oil tank, and the 240 gallon gear oil tank were not found on site. <br /> -2019 monthly inspection logs were not signed by the inspector or supervisor. This was corrected on site. <br /> Inspections and tests must be conducted in accordance with the written procedures developed in the Spill <br /> Prevention, Control, and Countermeasure(SPCC) Plan. Records of these inspections and tests must be signed by <br /> the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years. <br /> Immediately locate a copy of all inspection and testing records for the last three years, maintain them on site, and <br /> submit copies to the EHD. <br /> This is a repeat violation, Class II. <br /> 619 CFR 112.7(f)(1) Failed to train personnel on all discharge prevention details listed in this section. <br /> Oil handling personnel training was not documented. SPCC plan site specific training was not documented for RJ <br /> Beckham (Hazardous Waste Coordinator)and JR. Page 20 of the SPCC plan states that training records will be <br /> kept for a minimum of three years. At a minimum, oil handling personnel shall be trained in the operation and <br /> maintenance of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, <br /> rules, and regulations; general facility operations; and the contents of the Spill Prevention, Control, and <br /> Countermeasure Plan.
