One approximately 100 gallon portable diesel tank was observed in the service area and is not included in the SPCC plan. One green double wall temporary motor oil tank was observed in the body shop and is not included in the SPCC plan. One approximately 125 gallon temporary portable diesel tank was observed in the body shop and was not included in the SPCC plan. The Spill Prevention, Control, and Countermeasure(SPCC) Plan must be amended when there is a change in the facility design, construction, operation, or maintenance that materially affects its potential for a discharge,within 6 months of the change, and implemented as soon as possible, not later than 6 months following preparation of the amendment. Immediately make all necessary amendments to the SPCC Plan to accurately represent the procedures and policies currently in place at the facility and submit a copy to the EHD. This is a minor violation. 618 CFR 112.7(e), 112.8(c)(6) Failed to keep records of procedures, inspections,or integrity tests for three years. -Copies of annual inspections for the 1000 gallon used oil tank,the 500 gallon oil tank, the 375 gallon oil tank,the 240 gallon transmission oil tank, and the 240 gallon gear oil tank were not found on site. -2019 monthly inspection logs were not signed by the inspector or supervisor. This was corrected on site. Inspections and tests must be conducted in accordance with the written procedures developed in the Spill Prevention, Control, and Countermeasure(SPCC) Plan. Records of these inspections and tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years. Immediately locate a copy of all inspection and testing records for the last three years, maintain them on site, and submit copies to the EHD. This is a repeat violation, Class II. 619 CFR 112.7(f)(1) Failed to train personnel on all discharge prevention details listed in this section. Oil handling personnel training was not documented. SPCC plan site specific training was not documented for RJ Beckham (Hazardous Waste Coordinator)and JR. Page 20 of the SPCC plan states that training records will be kept for a minimum of three years. At a minimum, oil handling personnel shall be trained in the operation and maintenance of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and regulations; general facility operations; and the contents of the Spill Prevention, Control, and Countermeasure Plan. Immediately provide this training to all oil handling personnel and submit a copy of the training log to the EHD. This is a Class II violation.
