Ruvalcaba, Cesar
From: Ruvalcaba,Cesar
Sent: Friday, May 10, 2019 4:27 PM
To: 'Adam Leusink'
Subject: RE: Alarm -APSA/SPCC open violations PR0540930
Attachments: Open Violations APSA_SPCC.PDF
Hi Adam,
The violation issued was for the secondary containment method not being addressed in the SPCC plan. The SPCC plan
must describe what secondary containment will be for all tanks 55 gallons or over that contain petroleum products. Is
there an amended version of the SPCC plan that addresses the secondary containment of the drums? Also if Larry's
name was in the SPCC plan,it can be crossed out and replaced with yours. This type of change does not require the
certification of the Professional Engineer. The secondary containment of the tanks does require the certification of the
engineer.
Just one more thing, per the provided picture,it appears that the drum with used oil filters is not closed. The drum
should be closed at all times unless adding or removing product. Here is guidance from the Department of Toxic
Substances Control https://dtsc.ca.gov/wp-content/uploads/sites/31/2018/02/RAG Used-Oil-Filters Generatorsl.pdf
FREE classes presented by NES Inc. are available to all San Joaquin County Hazardous Waste, Underground Storage Tank,
and Aboveground Petroleum Storage Facility Business Owners and Operators. List and schedule of classes can be found
here.
Thank you,
Cesar Ruvalcaba
San Joaquin County Environmental Health Department
Environmental Health Specialist
1868 East Hazelton Ave
Stockton,CA 95205
$ (209)953-62131 A (209)464-01381 ® cruvalcabaCnlsiaov.ora
SAN JOAQUVN
COUNTY
! Gmah<n g.ewr hre,
From:Adam Leusink<adam@americancranerental.net>
Sent: Friday, May 10,2019 4:02 PM
To: Ruvalcaba,Cesar<cruvalcaba@sjgov.org>
Subject: RE:Alarm-APSA/SPCC open violations PRO540930
Hi Cesar,
My name is Adam Leusink and I am the new Safety Manager at American Crane Rental as Larry has retired. I was
unaware of the open violation but it was resolved last year per my supervisor. Please see the attached Compliance
Certificate along with a photo of the appropriate containment for the 55 gallon new oil drums. Please let me know if
you need anything else.
1
