I reviewed what you sent over and closed out two of the open violations. For the other violations this is what I still
need:
#619 &#622-A copy of the training record (Appendix Q showing that employees are trained on the SPCC plan
#711-A copy of the monthly and annual inspections for all the tanks
#712-On page 13 it states that, "A 20-year inspection cycle for the double walled ASTs is in effect," but Table 9 states
that the tanks will be inspected by a certified inspector every 25 years. Which is correct? 25 years is a deviation from
the SP001 industry standard so if that is how often they are inspected then the SPCC plan should include a reason for the
deviation, describe the alternative approach, and explain how it achieves environmental protection equivalent to the
applicable industry standard. In addition,Table 9 states that the used oil tanks will be inspected every 10 years but it
does not say how old the used oil tanks are. Were they also installed in 1999?
If you have any questions please let me know.
Best Regards,
Lydia Baker
Registered Environmental Health Specialist
San Joaquin County
Environmental Health Department
209-468-8257
Ibaker@sigov.org
Please note my email address has changed to(baker@sjgov.org
From: Mahil,Avneet<amahil@ci.manteca.ca.us>
Sent: Monday, November 18, 2019 2:54 PM
To: Baker, Lydia <Ibaker@slgov.org>
Subject: SPCCP Update 2019
Hello Lydia,
Here is the final revised SPCC plan.
