.. i <br /> i <br /> fi <br /> EXECUTIVE SUMMARY <br /> f <br /> Tosco(Former Unocal) Service Station#4409 <br /> 1502 North El Dorado <br /> Stockton,California i <br /> The site is located on the northeast comer of Harding Way and El Dorado Street and in <br /> Stockton, California. The site is a former Unocal service station that retailed gasoline <br /> fuel. To facilitate sale of the property the gasoline underground storage tanks(USTs) are <br /> being removed. <br /> In accordance with the work plan on file with San Joaquin County Public Health <br /> Department,Environmental Health Division(SJCEHD) dated February 24, 1999 the <br /> a following work will be performed: <br /> 1) the removal of the gasoline USTs and associated product lines and dispensers; <br /> 2) sampling of soil beneath these facilities to evaluate the presence of petroleum <br /> hydrocarbons in soil at the subject site; <br /> 3) detemnine if emergency conditions are present,perform limited excavation of <br /> hydrocarbon impacted soil and if necessary, remove any gasoline product that may <br /> be present on groundwater; <br /> 4 sampling of groundwater(if encountered upon removal of USTs. Applicable <br /> permits for the removal of USTs and product piping will be obtained by Tosco's <br /> contractor prior to the start of any work. New USTs and associated product piping <br /> and dispensers will not be installed after the existing facilities are removed. <br /> Work will be performed during weekday daylight hours. Earth moving equipment may <br /> include a backhoe, an excavator, a loader, and other equipment as appropriate. Upon <br /> excavation, soil will be stockpiled onsite and covered with plastic for sampling and later <br /> disposal or reuse. Stockpiled soil removal is expected to be completed within 10 to 30 <br /> business days. It is estimated that a makimum of 1,000 cubic yards of soil will be <br /> stockpiled. If stockpile soil is initially clean, the.contractor may reuse it at some other <br /> location onsite other than disposing it at a suitable Iandfill,pending approval from <br /> SJCDEH. Excavation activities will be observed by SJCEHD and IT Corporation(IT) <br /> representatives. Soil samples will be collected and analyzed per SJCEHD requirements. <br /> Upon receipt of sample results,IT will prepare and submit to SJCEHD a letter report <br /> summarizing removal activities and sampling results. Work is anticipated to commence <br /> during April, 1999. <br /> f <br />
