11A <br /> Stockton, is located near the intersection of Tam O'Shanter and <br /> Swain Road; ( Plate IV. ) Other wells that were located are owned by <br /> California Water Service; the location and number of wells near the <br /> subject property are shown on Plate IV. <br /> DEPTH TO WATER TABLE: <br /> According to the latest published map issued by the San Joaquin <br /> County Flood Control and Water Conservation District, <br /> (Plate V,) the <br /> water table at this location is approximately -40 feet, or about 58 <br /> feet below ground level. <br /> REVIEW OF WORK DONE SINCE BEGINNING OF PROJECT: <br /> On March 297 1989, Jim Thorpe Oil , Inc. performed an annual Tank <br /> System Tightness test on a 17000 gallon underground gasoline storage <br /> tank located at 6215 Tam O'Shanter Drive, Stockton, California. The <br /> tank tested satisfactorily, but a collar leak was noted in the <br /> product line, which was bled down and capped off prior to the Lest. <br /> On June B, 1989, Jim Thorpe Oil, Inc. failed a Permanent Closure/Tank <br /> Removal Plan to the SJLHD for the above referenced tank. The pian <br /> was approved, with conditions, on July 7, 1989. Required soil tests <br /> specified by the SJLHD were BTX&E, TPH-G, EDB, and TEL. (Refar to <br /> Exhibit D and Plate VI for details. ) <br /> On July 12, 1989, Jim Thorpe [ail removed the UST and approximately <br /> 25 cubic yards of spoil. A strong gasoline odor was noted, and <br /> discolored soil was observed at the west end of the excavation near <br /> the pump island and fill and of the tank. Samples were taken at the <br /> east and west end of the tank approximately 12' below ground level, <br /> and 2' below the bottom of the tank, (refer to Plate VI1 and Exhibit <br /> F.) Samples were collected in brass tubes by Canonie Laboratory <br /> personal under Chain-of-Custody, (see Exhibit E. ) The spoil was <br /> returned to the hole, covered with plastic, and approximately 6 <br /> cubic yards of clean fill was added to bring the excavation back to <br /> grade. <br /> The samples were analyzed on July 31, 1989, and showed de'_ectable <br /> levels of BTX&E, EDB, and TPH-G in the sample from the west end of <br /> the tank, (2W.) The sample at the east end, IE, showed all tested <br /> substances to be below reporting le,.els; (Table 1.) <br /> ;1R> <br /> On October 10, 1989, Jim Thorpe Oil submitted a Site Re-Excavation/ <br /> Resample Work Plan to the SJLHD; (Exhibit G.) Upon receiving verbal <br /> approval to. proceed from the SJLHD, Thorpe Oil moved onto location <br /> On January 19, 1990, and removed the clean fill dirt, plastic, and <br /> spoil which had been returned to the hole after removing the UST and <br />
