u <br /> PUBLIC NOTICE <br /> Fact Sheet: February 20,2014 <br /> Case Closure for Leaking Underground Storage Tank(UST) Site <br /> 7-Eleven, Inc.,on behalf of the San Joaquin County Environmental Health Department (SJCEHD), invites <br /> public comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking <br /> underground storage tank(LUST) case at the below subject site (Site). <br /> SUBJECT SITE: 7-11 Store #19976 <br /> 1399 North Main Street, Manteca,San Joaquin County, California <br /> GeoTracker Global ID #T0607700750 <br /> SJCEHD Case Number: 1435 <br /> PUBLIC COMMENT PERIOD: 60 Days-February 20, 2014 through April 20, 2014 <br /> CASE SUMMARY: <br /> The SJCEHD, in cooperation with the property owners and responsible party (7-13even),and their <br /> environmental consultants has evaluated sol and groundwater conditions and health concerns at the <br /> Site resulting from historical unauthorized releases of gasoline from underground storage tank (UST) <br /> systems utilized for fueling operations at the Site prior to UST system upgrades in September 1996 and in <br /> June 2003. <br /> Soil and/or groundwater investigations were conducted from 1996 to 2013.Gasoline hydrocarbons <br /> have been detected in sol and groundwater beneath the Site.Active soil and groundwater <br /> remediation, including interim vapor extraction and oxygen injection, has reduced hydrocarbon mass <br /> to low concentrations in both the soil and groundwater. A vapor intrusion and human health risk <br /> assessment concluded that vapor intrusion of Site-related volatile chemicals does not pose a <br /> significant health risk to potential receptors in the 7-Eleven building or in the immediate vicinity of the <br /> Site. <br /> Based on existing soil and groundwater data, the Site is eligible for case closure as it fits the Low-Threat <br /> Underground Storage Tank Case Closure Policy (LTCP) criteria: <br /> • The dissolved petroleum hydrocarbon plume in groundwater has been mitigated to the extent <br /> feasible,and meets the characteristics set forth in the LTCP. <br /> • Exposure to petroleum vapors in indoor air is comparatively insignificant relative to exposures <br /> from small surface spills and fugitive vapor releases that typically occur at active fueling facilities. <br /> • Direct contact with impacted soil and inhalation of petroleum hydrocarbon vapors pose a low <br /> threat to human health, based on the thresholds listed in the LTCP. <br /> The SJCEHD concurs with the closure recommendation presented by 7-Eleven, Inc.and their <br /> environmental consultants.This fact sheet provides notification to the public of the pending case closure <br /> per requirements of the LTCP.The SJCEHD will consider any comments received during the public <br /> comment period when determining if the case should be closed or if Site specific conditions warrant <br /> otherwise. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTrackerwebsite at: <br /> http://aeotracker.waterboards.ca.aov/.
