! - <br /> I <br /> PUBLIC NOTICE <br /> Fact Sheet: February 4 2014 <br /> Case Closure for Leaking Undergroun Storage Tank(UST) Site <br /> 7-Eleven, Inc., on behalf of the San Joaquin County Environmental Health Department (SJCEHD), invites <br /> public comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking <br /> underground storage tank (LUST) case at the below subject site (Site). <br /> SUBJECT SITE: 7-11 Store #19976 <br /> 1399 North Main Street, Manteca,San Joaquin County, California <br /> GeoTracker Global ID #T0607700750 <br /> SJCEHD Case Number: 1435 e,&40,Vtg,E <br /> PUBLIC COMMENT PERIOD: 60 Days-February14, 2014 through April 02014 <br /> CASE SUMMARY: <br /> has C,ltart0 r- <br /> The SJCEHD, in cooperation w' the property owners and responsible party (7-Eleven),and their <br /> environmental consultants evaluated sol and groundwater conditions and health concerns at the <br /> Site resulting from historical unauthorized releases of gasoline from underground storage tank (UST) <br /> systems utilized for fueling operations at the Site prior to UST system upgrades in September 1996 and in <br /> June 2003. has <br /> 20/3 <br /> Soil and/or groundwater investigations were conductedfr m 1996 to 2.9-N-Gasoline hydrocarbons hgva lveerL <br /> wjwe detected in sol and groundwater beneath the Site. Live soil and groundwater remediation, <br /> including interim vapor extraction and oxygen injection, reduced hydrocarbon mass to w-e4 low <br /> concentrations in both the soil and groundwater. A vapor intrusion and human health risk assessment <br /> concluded that vapor intrusion of Site-related volatile chemicals does not pose ahealth risk to <br /> potential receptors in the 7-Eleven building or in the immediate vicinity of the Site. Sign i4;eArtf- <br /> Griftr�a <br /> Based on existing soil and groundwater data, the Site is eligil(for case closure as the Low- <br /> Threat Underground Storage Tank Case Closure Policy (LTCP): <br /> • The dissolved petroleum hydrocarbon plume in groundwater has been mitigated to the extent <br /> feasible, and meets the characteristics set forth in the LTCP. <br /> • Exposure to petroleum vapors in indoor air is comparatively insignificant relative to exposures <br /> from small surface spills and fugitive vapor releases that typically occur at active fueling facilities. <br /> • Direct contact with impacted soil and inhalation of petroleum hydrocarbon vapors pose a low <br /> threat to human health, based on the thresholds listed in the LTCP. <br /> The SJCEHD concurs with the closure recommendation presented by 7-Eleven, Inc.and their <br /> environmental consultants. This fact sheet provides notification to the public of the pending case closure <br /> per requirements of the LTCP.
