(Stantec), on your
behalf for the above-referenced site. The EHD had directed the submittal off a closure
summary report by letters dated 28 December 2012 and 07 October 2013.
In Response Letter and Site Closure Request, Stantec reported that approximately 5.2
gallons of petroleum hydrocarbons were present in soil prior to remedial activities, and
approximately 2.44 gallons of petroleum hydrocarbons were removed by over excavation.
Stantec stated that based on the most recent groundwater monitoring data, residual
dissolved petroleum hydrocarbon concentrations are no longer present at the site.
Included in Response Letter and Site Closure Request was an evaluation of site conditions
in the context of the Low Threat Closure Policy (LTCP) adopted by the State Water
Resources Control Board on 17 August 2012. Based on the information presented in
Response Letter and Site Closure Request, Stantec concluded that this site is eligible for
case closure.
The EHD concurs with the closure recommendation presented by Stantec and has
discussed this site with the Central Valley Regional Water Quality Control Board (Regional
Board). The EHD is preparing a Case Closure Summary to submit to the Regional Board
for closure notification. The Regional Board will have thirty days to respond to the closure
recommendation by the EHD.
As required by the LTCP, please notify "municipal and county water districts, water
replenishment districts, special act districts with groundwater management authority,
agencies with authority to issue building permits for land affected by the petroleum release,
owners and occupants of the property impacted by the petroleum release, and the owners
and occupants of all parcels adjacent to the impacted property" of the pending case closure
and of their opportunity to submit comments or questions regarding the pending closure to
this agency. Those to be notified include, but are not limited to: City of Manteca,
