(Stantec) on behalf of 7-Eleven Inc.
(7-Eleven), details a scope of work to destroy groundwater monitoring and remediation wells at
7-Eleven Store #19976, located at 1399 North Main Street, Manteca, California (Figures 1 and 2,
and Table 1). San Joaquin County Environmental Health Department (SJCEHD) concurred with
7-Eleven's closure recommendation in a December 24, 2013 letter to 7-Eleven (Attachment A).
The site is currently pending case closure during the 6o-day public comment period as required
by the California State Water Resources Control Board's Low-Threat Closure Policy. This work
plan has been prepared for review by SJCEHD during the 6o-day public;comment period as
requested in its December 24, 2013 letter. -
SCOPE OF WORK
Permitting/Utility Clearance - Upon work plan approval, Stantec will obtain an
encroachment permit from the City of Manteca and well destruction permits from the SJCEHD.
Prior to conducting subsurface work at the site, Underground Service Alert (USA North) will be
contacted to notify underground utility owners of the planned ground disturbance. Notified
utility owners will delineate the locations of any utilities entering the marked work areas with
surface markings. Additionally, a private utility locator service will be contracted to further
identify subsurface utility locations using radio signal and metal detectors.
Health and Safety-Stantec will modify the existing site-specific Health and Safety Plan for the
scope of work as required by the Occupational Safety and Health Administration (OSHA)
Standard "Hazardous Waste Operations and Emergency Response" guidelines (29 CFR 1910.120).
The document will be reviewed and signed by Stantec personnel and subcontractors performing
work at the site.
Design with community in mind
