El Dorado St.
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has received the
"Quarterly Monitoring Report" for the Third Quarter 1992, on December 14, 1992 and has the following
comments.
Quarterly reports should be submitted by the fifteenth (15th) of the month following the quarters end.
Our records indicate that.,all of 1992 quarterly monitoring reports have been late. Quarterly reports are to
provide conclusions on all work performed to date and recommendations for the next phase of
investigation. This information has been lacking in previous reports and you are directed to provide these
items in all future reports.
On October 13, 1992 PHS/EHD directed you to submit a work plan for the next phase of site investigation
and submit it to our office no Iater than December 13, 1992. No work plan has been received. A work
plan is now past due and, shall be submitted immediately.
w In addition to constituents currently being analyzed in groundwater samples from the site, PHS/EHD is
concerned that 1-2 dichloroethane found in soil samples in the "Pre Tank Replacement Site Assessment",
dated March 5, 1991 may.have impacted groundwater. Include analysis by EPA method 8010 in your
l quarterly groundwater sampling to determine if this constituent is present. Continue to analyze for 1-2
dichloroethane in all monitoring wells until directed by PHS/EHD that adequate information has been
obtained'.
Failure to comply with directives from PHS/EHD may result in formal enforcement action:
Questions should be directed to Michael Infurna, Senior REHS, of my staff at (209) 468-3454. .
.Yogi Khanna, M.D., M.P.H.
` Health Offi
et
" urie A Cotulla, REHS, Program Manager
Environmental Health Division
LAC/MI:Ib
c: CVRWQCB - Elizabeth Thayer
c: Aegis Environmental - Jacqueline Doub
A Division of San Joaquin Counry FEealth Care Services-
