REMEDIAL ACTION PLAN
160.5 South EI Dorado Street,Stoddon Caldorno
The proposed emission rates are based on the following assumptions
• flow rate is 250 scfm
• maximum concentration of TPH, as gasoline, in the process stream is
equivalent to the lower explosive limit for gasoline which is 12,000 parts per
million by volume (ppmv) or 46,000 mg/m3 in the thermal oxidizer mode and
3,000 ppmv or 11 ,500 Mg/M3 in the catalytic oxidizer mode
• benzene concentration is 2 76 percent of the TPH concentration, or 1270
Mg/M3
The calculations and assumptions of the hydrocarbon extraction and emission rates are
included in Appendix E
5 3 Schedule
Following approval of this RAP, Aegis will prepare applications for Authority-to-Construct
and Permit-to-Operate from the SJVUAPCD While the SJVUAPCD is reviewing the
permit applications, Aegis will prepare the system design and construction specifications
for contractor bidding Following submittal of the permit applications and preparation of
a system design, the mayor equipment will be ordered When equipment availability is
confirmed by Exxon, Aegis will solicit contractor bids, recommend a contractor, and
coordinate execution of the contract
5 4 Vapor Extraction System Monitonng
Vent system startup and operation will be performed consistent with the permits from the
SJVUAPCD Initially, an emission verification test will be performed to verify that
emissions are within the permit requirements During the first month of operation, soil
vapor influent and effluent (thermal/catalytic oxidizer discharge) air samples will be
collected weekly Air samples will then be collected monthly until the system is shut off
The samples will be analyzed for TPH, as gasoline, and BTEX by a state-certified
analytical laboratory The influent and effluent concentrations will also be monitored on
site with a flame ionization detector, explosimeter, or similar device
I
I
91 044A RAP 8
