Advanced
GeoEnvironmental, Inc .
' 26 March 2015
' AGE Project No. 14-3289
' Ms. Georgia Rooks
STAND Affordable Housing
1209 East Bch Street
' Stockton, California 95206
' Subject: Phase II Site Assessment Report
MULTI-FAMILY HOUSING FACILITY — EL DORADO STREET
1700 South El Dorado Street, Stockton, California
' Dear Ms. Rooks:
' At accordance with your request, Advanced GeoEnvironmental, Inc. (AGE) has
prepared this Phase II Site Assessment Report for the subject property located at 1700
' South EI Dorado Street, Stockton, California (site). The scope of work included
advancement of four soil vapor points to depths of 5 to 10 feet below surface grade
(bsg) for collection of soil-vapor samples at five (5) and ten (10) feet bsg. A site plan
' illustrating the location of the site is presented in Figure 1.
' 1.0. BACKGROUND
The subject property is a single parcel located on the northwest corner of the
' intersection of East 3`d Street and South EI Dorado Street in the City of Stockton,
California. AGE completed a Phase I Environmental Site Assessment (Phase 1) of the
subject property on 21 January 2015. The Phase I identified the following Recognized
Environmental Conditions (RECs) in connection with the subject property: 1) the
potential for a Vapor Encroachment Condition (VEC) due to the close proximity to
former dry cleaning facilities, and the following Historical Recognized Environmental
' Condition (HREC): a historical LUST investigation, closed by the San Joaquin County
Environmental Health Department in September 1996. In December 1994, five
underground storage tanks (USTs) were removed from the subject property. Soil
' samples were collected beneath the USTs and related piping, indicating no petroleum
hydrocarbon impact was present. Elevated concentrations of lead were found in soil
samples collected beneath the flooring of the community center building.
Due to the potential for a VEC and the historical LUST investigation, AGE
recommended a Phase II Environmental Site Assessment on the subject property.
837 Shaw Road • Stockton, CA 95215
' Telephone(209)467-1006 • Fax(209)467-1118
