It was determined the
fuel leak was coming from the diesel line.e Marina 6649 Embacade o Dr
A Mraution both pe Sroduct lins were taen out t cktonkCA} hasaboveground single wall ofservice,
evaluation. The UST system at Village
dock piping and dispensers.
We have determined that the EHD does not have jurisdiction over "unburied fuel delivery piping at marinas if the
operator conducts daily visual inspections and maintains a log of inspections" (California Health and Safety Code
25281.5(b) (2). Therefore, a permit for this repair is not required from the EHD. We do know a permit for this type of
repair is required from the City of Stockton Fire Department. Please contact them for permit requirements.
The "Recommended Practices for the Installation of Marina Fueling systems", PEI/RP 1000-14, published by the
Petroleum Equipment Institute (PEI) in 2014, recommends that marina floating dock piping, in all cases, should have
double -walled piping that drains to a transition sump with continuous monitoring (section 7.3).
Note that the EHD still does require an operating permit, an annual monitoring system certification, triennial secondary
containment testing, and repair permits for the underground tank and the attached underground piping.
The EHD will need to be notified once the repair has been completed to verify the piping is no longer leaking into the
water. If you would like the EHD to witness the repair, you can pay a consultation fee (which is currently $130/hour).
Should you have any questions, please feel free to contact me.
Michelle D.
