San Joaquin County
Environmental Health Department DIRECTOR
Donna Heran, REHS
r. y 1868 East Hazelton Avenue
Kr.' (AGE) , on your behalf for the above-referenced site. The remediation
report presented soil vapor and groundwater extraction results completed between 30
September and 30 December 2013; the groundwater monitoring report presented analytical
results from groundwater sampling completed on 07 January 2014.
AGE estimated that approximately 300 pounds of petroleum hydrocarbon vapor were removed
by vapor extraction and approximately 18 pounds of total petroleum hydrocarbons as gasoline
(TPH-g) were removed by groundwater extraction during approximate fifty-one days of
operating the dual-phase extraction (DPE) system during the fourth quarter 2013. Groundwater
contaminant concentrations collected in January 2014 remained approximately the same when
compared to previous sampling events on either 15 February or 26 August 2013.
Although the mass of petroleum hydrocarbon removed by vapor extraction increased from
approximately 115 pounds during the third quarter 2013 remediation period to approximately
300 pounds during the fourth quarter 2013, the highest concentrations of benzene in
groundwater are currently reported at approximately 400 micrograms per liter (lag/L) and the
highest concentrations of methyl tertiary-butyl ether (MTBE) concentrations are approximately
65 lag/L, based on the January 2014 groundwater monitoring report. These contaminant
concentrations are well below 3 , 000 lag/L for benzene and 1 , 000 lag/L for MTBE presented in
the Low-threat Closure Policy (LTCP) checklist established by the State of California Water
Resources Control Board (State Water Board) . Therefore, the EHD directs that operation of the
DPE remediation system cease, effective immediately. Following termination of the DPE
system , the EHD directs that two quarters of rebound sampling be conducted during which time
groundwater should be collected from monitoring wells MWA through MW-5, MW-8 and
MW-10 . Analyze the groundwater samples for TPH-g , benzene, toluene, ethylbenzene, total
xylenes (BTEX) , MTBE, di-isopropyl ether (DIPS) , tertiary-amyl methyl ether (TAME) , tertiary
butyl alcohol (TBA) and 1 , 2-dichloroethane ( 1 ,2-DCA) ; submit a report of findings to the EHD
following the two sampling events.
