Specifically, an extension for submitting a Site Conceptual Model, <br /> Corrective Action Plan, and Work Plan for Additional Site Assessment is necessary. At this time, there is inadequate <br /> funding available from the UST Cleanup Fund for the 2014/2015 fiscal year to complete these tasks. Stratus has <br /> prepared and submitted a Budget Change Order Request to the UST Cleanup Fund already, however, to date, no <br /> response has been received. <br /> It should be noted that in order to properly perform additional environmental assessment activities, Stratus would need <br /> to perform environmental drilling work at 2070 South EI Dorado Street, which is immediately east(downgradient) of the <br /> site. It should be noted that the 2070 South EI Dorado Street property formerly operated as a service station, and based <br /> on information provided by Harlin Knoll a few years back, there appears to be underground storage tanks still in the <br /> ground at this facility, but never removed. It is my understanding that performing environmental assessment work east <br /> of the site was informally delayed due to the recalcitrant issues by the owner of the propOwty last of the site-related tQ <br /> long-overdue underground tank removal requirements. <br /> In regards to the Corrective Action Plan requirements, Stratus is currently implementing a 'Work Plan for Groufidwater <br /> Remediation' at the site, which was approved by San Joaquin County Health Department in September 2013. Although <br /> this document was not titled a 'Corrective Action Plan', it is essentially the same scope of work. Vadose zone <br /> remediation by vapor extraction has already been completed at the site. Groundwater remediation is now being <br /> completed in the upper water bearing zone using the September 2013 scope of work. <br /> Unfortunately, due to budget constraints imposed by the UST Cleanup Fund, we are unable at this time to implement all <br /> of the activities necessary for the site. Stratus will provide periodic updates to San Joaquin County regarding the status <br /> of work activities. <br /> For the time being, Stratus is requesting a nine month extension for submittal of the CAP, SCM, and Work Plan, with a <br /> new deadline of late July or early August 2015.
