I
have approved the budget change request based on your response.
Thanks again.
Kenyatta
From: Angelica Sandoval Marin [EH] [mailto:amarinftsjcehd.com]
Sent: Wednesday, November 26, 2014 2:37 PM
To: Dumisani, Kenyatta@Waterboards
Subject: RE: Quik-N-Save # 2 Current Site Recommendations (USTCF Claim No. 15567)
Kenyatta,
The following comments are in response to your concerns regarding the Budget Change Request (BCR) submitted for
USTCF Claim No. 15567:
The documents that were directed in our most recent directive letter dated October 29, 2014, have not been uploaded
into GeoTracker because the consultant, Stratus, Inc. (Stratus), on behalf of the responsible party, is currently
requesting a 9 month extension to submit the additional reports, purportedly due to budget constraints. EHD is the
process of possibly issuing a response letter to his extension request and/or referring the site over to the with Central
Valley Regional Water Quality Control Board (CVRWQCB). The Groundwater Monitoring and Sampling Report-Third
Quarter 2014 dated October 24,2014,that was submitted along with the BCR was uploaded into Geotracker as directed
by EHD directive letter dated April 29, 2009, but has not been reviewed, yet by EHD.
Groundwater Remediation Work Plan and Work Plan for the Additional Site Assessment had previously been approved
by the EHD, but these reports do not replace a Correction Action Plan (CAP) or the required public notification for
pending CAP approval for the site. Due to high concentrations of constituents of concern a remediation system was
installed at the site that included a soil vapor extraction (SVE) unit and a groundwater extraction (GWE) unit. The SVE
was operated on the site, but is currently turned off as rising groundwater has compromised its operation. It is the
understanding of the EHD from emails with you that the BCR includes the activities directed by the EHD.
Let me know if you need additional information regarding this site.
Thanks
Angelica
Angelica Sandoval Marin, Senior REHS
San Joaquin County, Environmental Health Department
1868 E.
