EI Dorado Street <br /> Stockton, CA 95206 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed this site for the <br /> annual update of the Low Threat Closure Policy (LTCP) checklist and Path to Closure Plan <br /> (PTCP), reviewable on Geol-racker, the database maintained online by the California State Water <br /> Resources Control Board (SWRCB). After reviewing the site, EHD determined that the following <br /> reports have not been received as directed by the EHD by letter dated 21 July 2014. <br /> • A conceptual site model (CSM) that assesses the nature, extent, and mobility of the <br /> contaminates has not yet been completed. Submit a CSM incorporating recent soil and <br /> groundwater data collected in 2013. Identify the down-gradient extent of impacted <br /> groundwater. Refer to guidelines published by the California State Water resources <br /> Control Board (SWRCB) in the Leaking Underground Fuel Tank Guidance Manual, <br /> Chapter 14: Conceptual Site Model (LLIFT Manual) issued in 2012. Alternatively, you can <br /> submit a letter that identifies existing reports that provide all the information listed above. <br /> • The secondary source has not been removed to the extent practicable. Please submit a <br /> corrective action plan (CAP) for reducing the mass and concentrations of benzene and <br /> MTBE in groundwater. This directive is in accordance with Title 23 California Code of <br /> Regulations, Chapter 16, Section 272.5, which states the following: <br /> "... (c) The responsible party shall submit the Correction Action Plan to the regulatory <br /> agency for review and concurrence. The regulatory agency shall concur with the <br /> Correction Action Plan after determining that implernentation of the plan will adequately <br /> protect human health, safety and the environment and will restore or protect current or <br /> potential beneficial uses of water. The responsible party shall modify the Correction <br /> Action Plan in response to a final regulatory agency directive. " <br /> • In accordance to the CAP approval process, EHD will post a public notification of pending <br /> CAP approval at this site. The public has 30 days to express any concerns regarding the <br /> proposed remedial method for this site. Fieldwork can begin once the 30-day public <br /> participation period is over and all public concerns have been addressed and the CAP is <br /> approved. <br /> • The contaminant plume length has not yet been determined; submit a report delineating <br /> the down gradient extent of impacted groundwater or a work plan to obtain sufficient data <br /> needed for such a report. Implement approved remediation until the currently employed <br />
