Quick-N-Save Page 2 of 2
2057 South EI Dorado October 15, 2014
Stockton, CA 95206
groundwater sampling event had previously taken place on July 15, 2014. On September 30,
2014, EHD was informed via email, of a groundwater remediation system start-up to take place
on October 2, 2014. When the EHD representative arrived at the LOP site on October 2, 2014,
she found no field technician onsite. EHD was not notified that the sampling event or the
remediation event was either canceled or changed to a different time and/or date. The EHD was
thus precluded from being able to observe the field work for the two events.
To remedy this situation, the EHD is directing you to ensure that all future groundwater sampling
events are scheduled to occur between 8:OOAM to 4:30PM, so an EHD inspector will be able to
observe the fieldwork performed, and that the EHD be informed of schedule changes at least 24
hours before the originally scheduled event and 48 hours in advance of the new sampling date
so that an EHD inspector will be able attend. Failure to schedule sampling events during the
specified hours and failure to notify the EHD of schedule changes may result in rejection of the
analytical data submitted for that sampling event. You, as the responsible party, may also be
liable for all of EHD hourly fees for wasted time and resources. In addition, the State Water
Resource Control Board's Cleanup Fund may be notified that the sampling event was
unauthorized and that the EHD would not recommend approval of cost reimbursement.
If you have any questions or concerns, please contact Angelica Sandoval Marin at (209) 468-
2807 or by e-mail at amarin@sjcehd.com.
Sincerely,
Angelica S. Marin, REHS Nuel C. Henderson, Jr., PG
Senior Registered Environmental Health Specialist Engineering Geologist
c: Scott G.
