EI Dorado Street <br /> Stockton, CA 95206 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed this site for the <br /> annual update of the Low Threat Closure Policy (I-TCP) checklist and Path to Closure Plan <br /> (PTCP), reviewable on GeoTracker, the database maintained online by the California State Water <br /> Resources Control Board (SWRCB). During the review process, the EHD identified items that still <br /> must be addressed in accordance with the PTCP. These items are as follows: <br /> • A conceptual site model (CSM) that assesses the nature, extent, and mobility of the <br /> contaminates has not yet been completed. Submit a CSM incorporating recent soil and <br /> groundwater data collected in 2013. Identify the down-gradient extent of impacted <br /> groundwater. <br /> • The secondary source has not been removed to the extent practicable. Please submit a <br /> corrective action plan (CAP), for reducing the mass and concentrations of benzene and <br /> MTBE in groundwater. <br /> • The contaminant plume length has not yet been determined; submit a report delineating <br /> the down gradient extent of impacted groundwater or a work plan to obtain sufficient data <br /> needed for such a report. Continue remediation until the currently employed technology is <br /> no longer cost-effective, contaminant concentrations have declined and stabilize at levels <br /> sufficient to pass the LTCP criteria, or you are directed otherwise. <br /> Under Section 25297.15(a) of the Health and Safety Code, you must provide EHD certification <br /> in writing of your notification to all record fee title owners and a complete mailing list of all record <br /> fee title owners prior to EHD consideration of any cleanup or closure proposals for the above <br /> referenced site. Our records indicate that a Record Title Owner form along with the Master File <br /> Record form has not been completed. Please complete both documents and submit them to the <br /> EHD as soon as possible.
