EI Dorado Street 4/8/2013
Stockton CA
dissolved contaminants are migrating, they are more likely to migrate through the sand
unit than the shallower fine-grained unit.
To complete the vertical assessment of impacted media on the site, the two proposed
CPT borings to 120 feet below surface grade (bsg) on-site in the source area are also
approved.
The EHD reviewed the report on the groundwater pumping test conducted in 2005, and
noted that on the second day of the test, under a constant pumping rate and removing
2,894 gallons of impacted groundwater, approximately 2.35 pounds of total petroleum
hydrocarbons quantified as gasoline (TPHg) were removed, along with approximately
0.4 pounds of benzene and 0.97 pounds of methyl tert-butyl ether (MTBE); which
suggests that groundwater extraction may be an effective contaminant mass removal
technology for this site.
The EHD is not prepared to approve switching from what appears to be an effective
technology, GWE, to ozone injection without a technical analysis and comparison
between the two technologies. Please provide the EHD a technical evaluation of both
GWE and ozone injection and consider both remedial effectiveness and cost
effectiveness; include an estimate of the sorbed and dissolved masses that must be
addressed to get the site to a point where the Low Threat Closure Policy (LTCP) may
apply to this site.
Please submit well permit applications for installation of the proposed on-site and off-site
wells to the EHD by May 15, 2013, and complete and submit the GWE/ozone injection
technical evaluations by June 1, 2013.
If you have any questions please contact Harlin Knoll at (209) 468-3442, or by email at
hknoll(a)_sjcehd.com.
Sincerely,
5K4 { lc
Harlin Knoll, REHS Nuel C.
