1.0 INTRODUCTION <br /> On behalf of 2154 S. El Dorado Street Investors,a California Limited Partnership (the <br /> Developer),ROKEN Engineering Services (ROKEN)prepared this Workplan for Underground <br /> Storage Tank(UST)Removal and Interim Remedial Action to address on-site environmental <br /> concerns in anticipation of subsequent site development at 2154 El Dorado Street(the site) in <br /> Stockton, California. The site is being considered for development of low income housing <br /> family apartments. <br /> ROKEN developed this workplan based on review of available information and limited <br /> inspection and investigation of the site. The workplan was prepared to address known <br /> environmental conditions associated with the presence of four(4) USTs,and to provide a general <br /> discussion of additional site characterization necessary to complete a Remedial Investigation. <br /> This workplan does not address all known site environmental conditions. Additional work will <br /> be necessary to address other known site conditions which are discussed in this workplan. <br /> Subsequent site investigation and remediation activities may also reveal currently unknown <br /> environmental conditions that may require additional investigation and/or remediation. <br /> 2.0 REGULATORY REQUIREMENTS <br /> To date the UST removal and interim remedial action described in this workplan has been <br /> conducted as a private, voluntary action and not currently directed by any local, state or federal <br /> regulatory agency. However, regulatory agency involvement will be forthcoming based on <br /> pending submittal of a petroleum hydrocarbon release report. <br /> Removal of the subject USTs will require permits and oversight from San Joaquin County <br /> Environmental Health Department (SJCEHD) and the City of Stockton Fire Department. <br /> Closure of USTs are subject to Title 23, Division 3, Chapter 16 of the California Code of Regulations. <br /> The SJCEHD will oversee necessary investigation and remedial action, as necessary to meet <br /> applicable regulatory requirements. If groundwater quality is threatened by site conditions the <br /> California Regional Water Quality Control Board—Central Valley Region (CVRWQCB)will <br /> also oversee the investigation and remedial action. The CVRWQCB UST program follows the <br /> processes and procedures specified in the Tri -Regional Board Staff Recommendations for <br /> Preliminary Investigation and Evaluation of Underground Tank Sites 2.
