I will attempt to define the nature of the problem to you by outlining below a series of <br /> communications between PHS/EHD and our client—Mr. Frank Morita: <br /> I. May 3, 2000 -PHS/EHD issues a letter directing M. Morita to further investigate the vertical <br /> and lateral extent of groundwater contamination at the site. The letter includes the <br /> statements: "Installation of additional wells will be necessary...", "Placement of down <br /> gradient MW's...to evaluate shallow and deep units of the aquifer is recommended", <br /> P,ffS/EHD also recommends shallow and deep.tL,tW's be placed in the southeastern direction <br /> frorn the source area" (italics and boldface added here and in subsequent paragraphs). <br /> 2. Geological Technics Inc. (GTI) submits a work plan dated July 7, 2000 to address the <br /> PHS/EHD May 3, 2000 directive on behalf of Mr. Morita. The work plan includes a deep <br /> screened monitoring well to be placed in the contamination source area. The work plan also <br /> stated that an addendum for additional down gradient wells would be submitted after the <br /> deep well in the source area is installed. <br /> 3. July 17, 2000 —PHS/EHD issues a facsimile correspondence to Mr. Morita directing that an <br /> addendum to the GTI work plan be submitted by July 27, .2000. The fax includes the <br /> following statements: "Addendum should include the following:", "Evaluate soil and <br /> groundwater in the area down gradient of the previously located UST's", ",Installation of a <br /> monitoring well in this area is recommended." <br /> 4. Geological Technics Inc. (GTI) submits a work plan addendum on July 17, 2000 to address <br /> the PHS/EHD July 17, 2000 directive on behalf of Mr. Morita. Our addendum reiterates that <br /> that additional down gradient wells will be installed after the deep well is completed. GTI's <br />
