`D
STEPHEN VALENTINE
2315 ELDORADO,PAGE 2
hydrogeological conditions both at and away from the source point,a comprehensive well
survey, knowledge of any pumping influence, the contaminant mass flux, and observations
in the field.
The work plan stated that further vertical investigation is not warranted until more quarterly
monitoring sampling and analyses are performed. The work plan cited GTI's experience
"that groundwater samples from deep monitoring wells will often reach non-detect levels
after four or five monitoring events". The work plan did not provide any explanation of the
causes for these reductions.
PHS/EHD agrees to postpone further vertical investigation at this time. PHS/EHD
recommends two additional quarters of monitoring events (including the most recent
sampling event on May4,2000) before considering if additional vertical investigation is
required. Any lateral investigation off site should occur only after the vertical extent of the
contamination has been defined.
You are approximately 3 months behind in your quarterly monitoring and reporting
schedule. The last quarterly monitoring event was conducted on December 16, 1999, and
the corresponding report, G)rxt vuterMonitoring Report 4th Quarter 1999 dated January 19,
2000 prepared by GTI,was received by this office on January 21,2000. Since then, the wells
were not sampled again until May 4, 2000. Under California Code of Regulations,Title
23,Division 3, Chapter 16, Underground Storage Tank Regulations, Section 2652 (d),
you are required to submit reports to the local agency(this office) "everythree months or
more frequently as specified by the agency".
According to Appendix A of Tri-Regional Board Staff Recommendations, a survey of wells
within 2000 radial feet of the site should be conducted once groundwater is confirmed to be
contaminated. In a letter dated April 20,2000 to your consultant GTI,PHS/EHD stated
the conductance of this well survey does not require preparation of a work plan. PHS/EHD
further recommends this well survey be included in the 1St or 2nd quarter monitoring report
of 2000 not in a separate report.
If you have any questions, please contact Jeffrey Wong at (209) 468-0335.
Donna Heran,RENS,Director
Environmental Health Division
ojeffreyttCl- Margaretgorio,REHS
LOP/Site Mitigation Unit IV Supervisor
Cc: CRWQCB, Central Valley Region—Marty Hartzell
Fax: Geological Technics, Inc. -Raynold I.
