`D <br /> STEPHEN VALENTINE <br /> 2315 ELDORADO,PAGE 2 <br /> hydrogeological conditions both at and away from the source point,a comprehensive well <br /> survey, knowledge of any pumping influence,the contaminant mass flux, and observations <br /> in the field. <br /> The work plan stated that further vertical investigation is not warranted until more quarterly <br /> monitoring sampling and analyses are performed. The work plan cited GTI's experience <br /> "that groundwater samples from deep monitoring wells will often reach non-detect levels <br /> after four or five monitoring events". The work plan did not provide any explanation of the <br /> causes for these reductions. <br /> PHS/EHD agrees to postpone further vertical investigation at this time. PHS/EHD <br /> recommends two additional quarters of monitoring events (including the most recent <br /> sampling event on May4,2000) before considering if additional vertical investigation is <br /> required. Any lateral investigation off site should occur only after the vertical extent of the <br /> contamination has been defined. <br /> You are approximately 3 months behind in your quarterly monitoring and reporting <br /> schedule. The last quarterly monitoring event was conducted on December 16, 1999, and <br /> the corresponding report, G)rxt vuterMonitoring Report 4th Quarter 1999 dated January 19, <br /> 2000 prepared by GTI,was received by this office on January 21,2000. Since then,the wells <br /> were not sampled again until May 4, 2000. Under California Code of Regulations,Title <br /> 23,Division 3, Chapter 16, Underground Storage Tank Regulations, Section 2652 (d), <br /> you are required to submit reports to the local agency(this office) "everythree months or <br /> more frequently as specified by the agency". <br /> According to Appendix A of Tri-Regional Board Staff Recommendations, a survey of wells <br /> within 2000 radial feet of the site should be conducted once groundwater is confirmed to be <br /> contaminated. In a letter dated April 20,2000 to your consultant GTI,PHS/EHD stated <br /> the conductance of this well survey does not require preparation of a work plan.
