A portion of
the letter states - "A soil sample from a depth of 15 . 3 feet
below grade was analyzed and contamination of 3100 parts per
million motor oil was confirmed. " That sample was taken on August
14 , 1987, at 13 . 5' , (not 15. 3' as stated in the letter, ) by
California Water Laboratory.
In October, 1993, four (4 ) soil borings were placed on the
property for the purpose of determining the lateral extent of
that contamination. The location of the removed waste oil tank
immediately adjacent to the property line, together with the
obvious disruption of the lessor' s business activities, precluded
over-excavation as an option.
The results of laboratory analysis of samples from the soil
borings were below detection levels for diesel , purgable Halo-
carbons, and metals, (short list. ) BTEX & TPH-G were below
detection limits in all samples except SB-2 at 36' , which
revealed very minor amounts of those substances .
On June 8, 1994, I wrote to your office, requesting an extension
until July 15 for submittal of a workplan to perform additional
work. Recent communications with you and my client indicate
there is some confusion as to what will be required in order to
obtain site closure. Therefore, it has been agreed to hold a
meeting at the County EHD office on Thursday, July 21 , 1994 at
10 : 00 AM in order to discuss the problem in detail . It is
understood that this agreement does not jepardize Mr. Valentine' s
status in complying with the requirements of Section 25299. 50 of
the California Health and Safety Code - "Underground Storage Tank
Cleanup Fund.
