El Dorado St.
Stockton, CA 95204
Site Code: 2080
Dear Mr. Hutchison:
In response to your phone call on 6/5/14 and follow-up emails on 6/10/14, GZA is submitting
this correspondence to address the issue with the potential of soil sourced petroleum vapor
intrusion to indoor air space.
According to the LTCP vapor exemption rule, an active service station includes actual
pumping of fuel at a service station facility. This facility no longer dispenses fuel. Its
business is servicing and repair of vehicles inside the shop. Although we understand that to
Gqualify for the vapor exemption in the LTCP it specifically refers to sites that are active
commercial fueling facilities, it is important to note that since the petroleum fumes generated
during repairs of vehicles greatly exceeds that generated in your typical fuel station mini mart
Cit would seem also appropriate to allow for an exemption of this type of business. Assuming
this exception will not be granted; below we will utilize historical vapor removal and soil
data to demonstrate vapor intrusion should not be considered a factor for closure under the
LTCP.
The table below shows Concentrations of Petroleum Constituents in Soil That Will Have No
Significant Risk of Adversely Affecting Human Health from the Low-Threat Underground
Storage Tank Case Closure Policy.
