X'k /
PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,M.P.H.
Health Officer
P.O. Box 2009 (1601 East Hazelton Avenue) Stockton,California 95201 t!`oaa
(209) 468-3400
December 27, 1990
Stan Roller
Shell Oil Company
1390 Willow Pass Road, Ste. 900
Concord, CA 94520
RE: Shell Food Mart IN REPLY REFER TO SITE CODE: 1084
2320 N. E1 Dorado
Stockton, CA 95204
On July 10, 1990, three (3) underground fuel storage tanks were
removed from the above referenced location. Hydrocarbon
contamination was detected in the excavation and under the
associated piping. On July 31, 1990, the underground storage tank
excavation and piping trenches were over-excavated to remove
residual hydrocarbon contamination.
The analytical results of the soil samples taken in the old and the
new tank excavations were non-detectable for hydrocarbon
contamination. However, soil samples taken in the piping trenches
did exhibit residual contamination. (SL-2 0. 41 parts per million
(ppm) toluene and 3 .8 ppm xylenes. )
On November 5, 1990, your consultant, Aegis Environmental, Inc. ,
requested site certification due to the low levels of contamination
and low permeability of soils on site. San Joaquin County, Public
Health Services, Environmental Health Division, cannot certify this
site at this time. The residual levels of toluene and xylene
exceed the maximum allowable levels to be left in place under the
LUFT Guidance Document's leaching potential analysis.
Further soil analysis in the vicinity of east pump island and SL-2
is necessary to determine the extent of hydrocarbon contamination.
Upon completion of additional soil sampling and analysis, this site
may be reevaluated for site certification.
Please submit a Work Plan to define the extent of soil
contamination by February 11, 1991.
A Division of San Joaquin County Health Care Services
