El Dorado Street Site Code: 0001475 <br /> Stockton, CA 95206 I <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed our files for the <br /> i <br /> above subject site and provides the following comments. <br /> Investigation of contaminated soil at the site started in May 2002 after contamination was <br /> discovered during the drilling of geotechnical borings: . Oversight was initially provided'by the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB) Spills, Leaks, Investigations <br /> and Cleanup (SLIC) unit because the source of the contamination was unknown. When <br /> underground storage tanks (UST's) were found in November 2002, the EHD began oversight of <br /> the UST contamination investigation. You were notified that you were a responsible party for <br /> the investigation and cleanup,of the contamination in January 2003. Several soil borings to <br /> collect soil samples have been advanced on the. :property to define the extent of the � <br /> .contamination and three monitoring wells were installed in February 2003. <br /> I <br /> Your consultant, Advanced Geo' Environmental Inc.; submitted a closure summary report for the i <br /> site in September 2004 and recommended no further investigation and closure of the site. In an <br /> EHD letter dated June 27, 2005, the EHD pointed out that there were sources of contamination it <br /> in addition to the contamination from the UST's and required that additional work be completed <br /> at your site including investigation of the groundwater down-gradient of the UST locations. To <br /> date no further investigation of the site has been performed. !, <br /> The EHD staff and the CVRWQCB staff performed an inspection. at your site on January 14, <br /> 2009, and could not find the three monitoring wells. The monitoring wells may have been <br /> covered with soil during discing operations completed for weed control. The monitoring wells <br /> must be located. If the monitoring wells are damaged, they must be repaired or destroyed <br /> under permit and inspection of the EHD pursuant to the San Joaquin County-We 11 Standards <br /> 1f�. I <br /> Section 2652 (d) of Title 23 of the California Code of Regulations (CCR) requires the submittal , <br /> of quarterly reports, including any ground water sample results, be submitted to the oversight I <br /> agency (EHD) until the site receives a no further action required determination. In addition, the <br /> CCR, Title 23, Sections 3890 through 3894 require all reports of work performed, all sampling <br /> data, boring logs and site maps be submitted to GeoTracker, the State Water Resources <br /> is <br />
