hI <br /> LIMITATIONS ] <br /> This report (herein referred to as Report) and the information herein contained has been prepared by <br /> Hygienetics Environmental Services, Inc. (herein referred to as 14ygienetics) for the sole use of Foss <br /> Environmental & Infrastructure (herein referred to as Client), or their assigned parties. The conclusions <br /> 1 presented in the Report were based solely upon the services described therein, and not on scientific tasks or <br /> procedure beyond the scope of described services or the time and budgetary constraints imposed by the <br /> Client. The work described in this Report was carried out in accordance with the attached Standard <br />{ Conditions outlined in the proposal/contract. <br /> CThe purpose of this Report was to assess the physical characteristics of the}subject site with respect to the <br /> presence in the environment of hazardous material/waste or petroleum products (herein referred to as oil). <br /> No specific attempt was made to check on the compliance of present or past owners or operators of the site <br /> with federal, state,or local laws and regulations, environmental or otherwise. <br /> I <br /> { In preparing this Report, Hygienetics has relied on certain information from observations made by <br /> ` Hygienetics personnel during an on-site inspection and evaluation; personal interviews with the client, <br /> Ltenants, other private parties and consultants; and research of available public information found in <br /> documents, records, and maps provided by federal, state, and/of` local ;,regulatory agencies, document <br /> libraries, and utility companies. This information is subject to the limitations of historical documentation, <br /> as well as the availability and accuracy of pertinent records. Although some degree of overlap may exist in <br /> j the information provided by these various sources,Hygicnetics did not attempt to independently verify the <br /> accuracy or completeness of all information reviewed or received during the course of this work. The <br /> accuracy of property boundaries, addresses, and/or assessor parcel numbers for the subject property or <br /> properties examined for the investigation are the responsibility of the Client. <br /> Observations were made of the site and of structures on the site as indicated within the Report. Where <br /> access to portions of the site or to structures on the site was unavailable or limited,Hygienetics is unable to <br /> render an opinion as to the presence of hazardous materiallwaste or oil, or to the presence of indirect <br /> evidence relating to hazardous material/waste or oil, in that portion of the site or structure. In addition, <br /> Hygienetics renders no opinion as to the presence of hazardous mat&ial/waste or oil, where direct <br /> observation of the interior walls, floor, or ceiling of a structure on a site was obstructed by objects or <br /> coverings on or over these surfaces or when access was denied by the property owner,operator or tenant. <br /> 3i <br /> The initial site investigation took into account the natural and man, de features of the site, including any <br /> 1 unusual or suspect phenomenon. These factors, combined with the site geology,hydrogeology, hydrology, <br /> topography, and past and present land uses served as a basis for choosing a methodology and location for <br /> subsurface exploration as well as ground water and subsurface sampling, if done. The subsurface data, if <br /> provided, is meant as a representative overview of the site. It is possible that despite the use of reasonable <br /> care and interpretation, Hygienetics may not have identified illegally disposed hazardous materials and/or <br /> wastes,unreported regulatory violations,the presence of hazardousl substances or wastes migrating onto the <br /> subject property from off-site sources, and unpermitted, misidentified illegal, or inappropriately abandoned <br /> underground tanks, vaults, drums, or other containers or buried impoundments on the subject property and <br /> its immediate vicinity. <br /> Unless otherwise specified in the Report, Hygienetics did not conduct surface or subsurface investigation <br /> involving the physical collection and analysis of air, soil-vapor, surface'k or ground-water, bulk building <br /> materials, transformer fluids, and contents of on-site tanks, or other containers; nor have any geophysical <br /> investigations been conducted. <br /> If a Phase II investigation was conducted, then the conclusions 'and recommendations contained in this <br /> Report are based in part upon the data obtained from a limited number of soil samples obtained from <br /> widely spaced subsurface explorations. The nature and extent of variation's between these explorations may <br /> a not become evident until further exploration. If variations or other latent conditions then appear evident, it <br /> ' will be necessary to reevaluate the conclusions and recommendations of this report. <br /> F <br />
