ENVIRONMENTAL <br /> SERVICES <br /> f - a SEACOR company <br /> I INTRODUCTION ' <br /> NRC Environmental Services Inc(NRCES)has been requested by Bulk Transportation. <br /> (the Client) to draft and submit this stockpile soil sampling plan to satisfy the <br /> requirements of the San Joaquin County Environmental Department Health Department <br /> (the County). This document contains descriptions of proposed soil sample collection <br /> and analysis to be perforrned on the Client's behalf:.. 4 <br /> 1 <br /> II SCHEDULE <br /> i Work is anticipated to begin and conclude during the week of.March.12-16.. <br /> III SITE DESCRIPTION <br /> Two buildings(an office and a maintenance shop) exist on the eastern half of the <br /> approximately 5-acre property. A rail line runs through the western half of the property <br /> line. The site is primarily paved and is used as a rail/trucking terminal. <br /> IIIA Ownership.and Operation <br /> The site is leased by the Client. Activities carried:out at the site included trans- ' <br /> loading liquids ffom rail tanks cars to tanker trucks,.vehicular maintenance/repair, <br /> atld associated administrative functions. As of 13 March 2007 trans-loading <br /> operations were ceased by the Client and'the rail line.was closed:by the operator. <br /> 11IB Overview of Previous Environmental Efforts. <br /> A 12;000-gallon diesel underground storage tank with associated piping and <br /> dispensers were removed from the site its 2003. Approximately 110 cubic yards <br /> of overburden soil and soil from beneath the tank combined were excavated and. <br /> stored on site at that time. 'Laboratory analysis subsequently confirmed that.'this <br /> soil was impacted with up to 1,400 milligrams per`;kilogra n (mg/kg) total <br /> petroleum hydrocarbons as diesel (TPHd), however the volatile compounds <br /> benzene, toluene, ethylbenzene, and xylenes (BTEX) were not found in.either of <br /> two (2)samples collected from stockpiled soil.
