Updated Human Health Risk assessment <br /> Natural Attenuation Analysis and Additional Site Investigation Work Plan <br /> California Tank Lines, Inc. sinre 1954 <br /> 3105 South El Dorado Street, Stockton, California <br /> 1.0 INTRODUCTION AND BACKGROUND <br /> On behalf of California Tank Lines (CTL), Environeering, Inc. (EI) and Taber Consultants <br /> have prepared this Updated Human Health Risk Assessment, Natural Attenuation Analysis and <br /> Additional Site Investigation Work Plan for submittal to the San Joaquin County Environmental <br /> Health Department (SJCEHD) and Central Valley Regional Water Quality Control Board <br /> (CVRWQCB). <br /> The Report addresses environmental concerns at the CTL property located at 3105 <br /> South El Dorado Street, Stockton, California (Site) as directed by the SJCEHD in an April 8, <br /> 2010 meeting with representatives from CTL, El and Taber Consultants. <br /> 1.1 Site Location and Description <br /> The Site is located at southwest corner South El Dorado Street and Ivy Avenue in <br /> Stockton, San Joaquin County, California (Figure 1). The Site is occupied by a commercial <br /> trucking facility which includes an office building, two truck maintenance shops, a truck-washing <br /> rack, a small above-ground storage tank compound, a vehicle fuelling facility, and large parking <br /> area for tank trailers. A detailed Site plan is provides as Figure 2. 0 m o ka� <br /> s L, Y <br /> 1.2 Site History and Previous Subsurface Investigations <br /> In 1'990, Bill Messick Co. removed,a-waste oil underground storage tank,(UST) from the -f -04),kp <br /> Site. <br /> In 1997, Sierra-Pacific (SP) performed a Site investigation to determine the extent of <br /> -,i contamination. <br /> In,,1998, Station Equipment Company removed a'diesel UST=from the Site. <br /> In 1999, El completed an additional Site investigation to further define the extent of <br /> contamination beneath the Site. El submitted an addendum to the work plan, <br /> Bon dated August 1, 2006. The addendum proposed extending boring depths from 50 feet to 125 <br /> BL�IS"1 feet, and using Cone Penetration Testing (CPT) technology in place of a direct push rig. <br /> In October 2007, Western Resource Management (WRM) advanced CPT borings P-1 <br /> { f1 V4 7) through P-4. Results from the investigation are reported in the Site Investigation Results and <br /> I ^) dW-"D, Site Conceptual Model Report, dated September 30, 2008. <br /> In March 2009, Taber Consultants conducted a Sensitive Receptor Survey to identify <br /> domestic and public water supply wells within 2,000-feet of the site. <br /> f 1 Taber Project No. 051087 <br /> L <br />
